The history of the development of European states on pp. 32-40 is incorrect and superficial. The focus should be on the question why certain regions could resist this kind of development despite their bordering on the three modern states that are mentioned, a resistance that in the case of Italy and Germany endured until 1870, only to give rise, 60 years later, to what we may call the definite self-disqualification of Empire and the State.
Interestingly, Italy and Germany had been in Roman antiquity precisely the centre of imperialist power and the region that was never conquered by it (respectively).
Sadly, Garcia Calvo succumbs to his own historical prejudices (let's hope it's not ignorance) and fails to address important issues.
